- PRESIDENTS REPORT
Presidents Report AGM 2025
Firstly, I would like to start by acknowledging all our supporters who attend our lunches and support us throughout the year. A special mention is made of BankVic, CEO Anthony De Fazio and staff, Paul Wheelton AM KGSJ and Wheelton Philanthropic for their financial support and Blue Ribbon and Bargo Events through Phil and Marl Chambers for their in-kind support. Without their backing we would not have the financial ability to give away the grants and awards we do.
Our membership currently stands at 157 paid member, 12 Life Members with 11 Associate members. This reflects the standing of our club, during the reporting year 13 new members have joined our group, with several more since 30th June. Unfortunately, at the same time I wish to acknowledge that 5 members passed during the year, Peter Pincott, Alexander (Sandy) Sproule, Geoff Williams, Bluey (Ian) Fountain and George Harrison. Whilst not within the reporting year for the AGM we also acknowledge the passing of Dame Angela Wheelton OAM DSJ and Neville Elkington and whilst not a member, our previous guest speaker and supporter Michael Pratt GM.
As we were again unable to hold a lunch at William Angliss in December, we opted to have our Awards and Christmas Lunch in late November. Ray Thompson received his 40-year service certificate a great effort, Colin Dixon 30 years with Paul Wheelton, Terry Turner, Sam Crimmins, Carmel Gilligan and Suzanne Robertson all receiving 10-year certificates. Phil Chambers received the Lionel Allemand award with Helen Thompson receiving the Presidents’ award. Greg Moore was honoured with Life membership of the Club.
In February once again we held our first lunch at the Royal Victorian Motor Yacht Club in Williamstown, which has become a very popular venue and members enjoy the neat casual attire day. We paid a tribute of Ian Bluey Fountain for what he did for the XLI Club and community during his life. We acknowledged and thanked our outgoing Patron Chief Commissioner Shane Patton for supporting the club and welcomed and congratulated club member Rick Nugent APM as interim Acting Chief Commissioner. Our guest speakers were the Officer in Charge of the Police Air Wing Senior Sergeant Glen Kroezen and Chief Pilot, Robert Rogel.
In March 40 members travelled to Geelong where Greg Moore hosted us at his Sir Charles Hotham Hotel. Cameron Duncan a VicPol Veteran spoke about his preparation and walking the Kokoda Trail to raise funds for Police Veterans Victoria (PVV). Craig McCowan CEO of PVV also spoke. The Club made a grant of $2,500 at the lunch to PVV.
April was our ANZAC day memorial lunch at William Angliss with our annual visit to the Shrine of Remembrance. As I was overseas Barbara Poland co-ordinated and stepped into my role on the day. In total 117 attended including 30 guests. David Catterall gave an informative presentation in relation to the difficulties and experiences that Vietnam Veterans faced during the war.
In May we had our first lunch at the Police Association venue in Jolimont overlooking the MCG. The lunch had 63 members and guest attend and listened to Doctor David Parkin OAM entertain us with Ian Coutts reminiscing David’s wonderful career with the AFL. Ian as usual did a great job being in his element talking to a legend of his Carlton Football Club.
In June we held our Victoria Police Legacy (VPL) Lunch at William Angliss. The Club granted $4,500 to VPL to provide first aid training and a small first aid kit to 20 Legatees. The aim was to give them life skills and enhance their CVs for future employment. Debra Robertson APM accepted on behalf of PLV. Rebecca Boissezon, BankVic Chief Product & Marketing Officer, gave an update of their activities. We had 77 attendees Lex de Man AFSM and Debra Robertson APM were inducted on the day.
In July we had Loris Charlton present to assist with the Tony Charlton AM award, previous recipients David Mann AM, Glen Ridge, Neil Robert and Ian Coutts were in attendance with special guests Mike Brady AM and Ken James. The 2025 recipient of the award was Paul Wheelton AM CGSJ in recognition of his more than 30 years of Philanthropic giving both with his time and cash. The lunch was attended by 83 people.
In August for the John Forbes OAM KSJ memorial lunch both Ian Coutts and I were overseas, so Barbara again stepped up to the microphone with the assistance of Glenn Ridge who enthusiastically volunteered his time and talents to assist as MC so a big thankyou to Glenn. Our special guests were Fay Forbes, Peter Forbes, Zach Forbes and Elissa Scott from Blue Light Victoria. A message from one of last year’s (2024) winners Amelia Mitrovic thanking the Club and stating how it had assisted her in her chosen field was read to the attendees. The 2025 recipients were Henry Allan – Regional Award and Beau Gleeson – Metro Award, each received a grant of $1000. Grant Hughes was honoured with Life Membership and Brendan Finn and Wayne Woltsche were inducted. In total 115 people attended.
Our September meeting was again our XLI Club and Victoria Police Community Service Awards as well as our Fallen Members Memorial Lunch. In total 94 attended which included 12 club guests.
The realities of policing were reflected in the fact that Victoria Police, our XLI Club members and all decent citizens of Victoria were mourning the deaths of two serving members murdered at Porepunkah. Our guests were Acting Assistant Commissioner Mark Galliot representing the Chief Commissioner of Police, Anthony DeFazio (CEO BankVic), Bruce Colcott (VicPol Priority & Safer Communities Division, Capability Department) and Rochelle Jackson our Guest Speaker. We made the grants as follows to six worthy recipients as follows.
$3k to Senior Sergeant Rachael Reece and Detective Sergeant Laura Montgomery for “Victoria Police Pasifica Network” consisting of 65 members in dealing with youth disengagement, family violence and social isolation amongst Pacific Islanders.
$1k to Detective Senior Constable Breanna Kos for her contribution to the “Make a Wish Foundation” for the previous seven years.
$1k to Sergeant Russell Cameron for his work in mounting service medals for a donation to Brain Cancer Research in memory of his wife.
$1k to Detective Senior Constable Luke McDonald for his involvement in the “Making Waves Program” a not for profit organisation that provides free, empowering on-water experiences for young people with disabilities or being disadvantaged.
$1k to Detective Senior Sergeant Steven Oates for his contribution as Vice President and Captain of the Victoria Police Cricket Club in support of the Abbey Solo Foundation.
On the day we also inducted Nick Carmichael.
Our October lunch was also our Racing Theme lunch with 69 attendees. The ladies on the day again excelled in their cup dresses hats and fascinators as well as some well-groomed men. Carmel and Fred arranged a Trivia quiz that went over well. Paul Wheelton AM KGSJ with his daughter Amy were also on hand to help with the presentation of the Wheelton Philanthropy Award to Life Education Victoria with the XLI Club granting $2000 to them which was matched by Paul Wheelton. Mark Pilkington and Cameron Reinke were inducted.
I want to acknowledge and give a big thank you to our members as well as our executive and committee who put a lot of work into not only making the lunch days possible but also work behind the scenes. Bob Clegg APM for his work as Secretary and ensuring our compliance and all the AGM documentation is in order. A thank you to Glenn Holland APM who is standing down from the committee. Also thankyou to Gareth Hanlon who whilst remaining on the Committee is not nominating for his Vice Presidents position in order to clear the way for us to continue with a well-structured succession plan. Finally, the glue that makes our lunches so enjoyable, our long-term MC Ian Coutts, without Ian the lunches would not be the success that they are. Ian is more than an MC he is a Club life Member and entertainer.
Moving forward next year we will face challenges as we work at solving issues around where our lunches will be held, encouraging current members to attend as many lunches as possible with guests as well as exploring ways of increasing our income.
Finally, from me, thank you to everyone for the support you have given me in my role as President, I have enjoyed the role and the challenges. I believe we have moved forward as a club. One of my aims was to ensure transparency to members in what the committee decisions were with clear communication of our messages through newsletters and presentations to our membership. I also thank those who have given me private messages of support as I step down as your President. As immediate Past President I will remain on the committee and support the newly elected President and Executive.

- TREASURER REPORT
To receive and consider accounts of the Association for the year ended 30th June 2025. Report presented by Gerry Sheean on financials of the Club.
2025 AGM – FINANCIAL REPORT
From Treasurer Fred Humphries
Good morning,
Financial Year 2024-25 was another challenging year.
The availability of Angliss Restaurant remains an issue and the committee investigated and settled on holding a number of lunch meetings at The Victoria Police Association Headquarters. The venue is good, but it has come at a cost.
The cost of meals is a little more expensive and the inability of providing our own wines, which are heavily discounted, thanks to the efforts of Phil and Marle Chambers, limited the potential to make profits which allow the Club to support the community through grants, scholarships and donations.
Nevertheless, there were some positives so let’s go over some Financial numbers.
Lunch takings were down by $2,481. Raffles and Auctions were also down by $1,465. Donations received were $5,050, which is marginally higher than previous year and thanks goes to Wheelton Philanthropy for their continued support. These 3 revenue sources, along with membership fees, represent the bulk of the Club’s total revenue which was $70,113. Despite total revenue being down $6,301, the club still managed to make scholarships and grants totalling $21,000, an increase of $8,500 on previous year.
On the expense side of the ledger, meals were down $7,130 which is indicative of a decline the number of members and guests attending lunches
In summary the result for the year was a loss of ($6,087) which is a good result all things considered.
The Club remains in a strong financial position. As at 30th June 2024, the club has assets totalling $41,327 including $41,074 across the clubs 4 bank accounts and $253 in the float.
There are a many other people I would like to thank.
BankVic for their continued support.
The committee for their hard work during this challenging year.
Rod Collins, our President for his leadership over the last 2 ½ years.
And to members for their ongoing support.
Finally, I need to thank Gerry Sheean for reviewing the financial statements again this year.

Ref: Audit of accounts of the XL1 club for year ended 30th June 2025
Hi Fred and Rod
I have completed a review of the accounts and found the report to accurately relay the financial position of the XL1 club. I make note that it is not a requirement to undertake an audit under the incorporation rules due to the low turnover of the club.
The club continues to offer very good value for money and great comradeship at the lunches, and the club continues to keep prices at a minimum which resulted in an almost breakeven on meals. Whilst overall income was down, again as in last year, this is perhaps mainly due to a fall in attendance and resultant fall in raffle revenue.
A significant increase in scholarships and grants for 2025(from $7500 in 2024 to $21,00 in 2025) saw the overall bank balance drop however the club’s financial balance remains strong.
The treasurer has continued to maintain accurate records in relation to the clubs’ financials and the club members should be grateful for his continued efforts in this role.
Best Regards
Gerry Sheean
